Battle Tactics

There is no doubt about it - Hibari is the singlemost strongest character in all of Katekyo Hitman Reborn! Fuuta de la Stella, with his unique ranking abilities, has confirmed this fact. However, this is determined by his physical strength. If there is one thing you will notice about Hibari throughout the series is that any battle that involves more than the usual amount of strategy ends up being his weakness. Hibari is the kind to charge into battle happily and blindly. He tends to just go into a fight expecting to be the victor instantaneously. This causes him to often be surprised when his opponent is able to withstand his onslaught.

Hibari does implement some amount of strategy as his strength grows throughout the series. I believe it is because of the out-of-sight training that Dino somehow convinces him to participate in (I'm sure he only participates in it because he wants a serious fight with Dino). Hibari is able to use the box technology to his advantage (though the way to release the flames of his Vongola ring is through determination, Hibari seems to get it to work through "being pissed off") in combat. He also becomes adept at using Roll's Cambio Forma, shown as the spiked handcuffs in the image above.

Hibari shows a large distaste for Mist Flame users since his defeat at the hands of the illusionist Rokudo Mukuro in the Kokuyo Arc. I think this is because he just wants to fight and has a hard time dealing with complexity and roundabout nature of illusions, as shown again in the recent Curse of The Rainbow Arc.
